Our Purpose
The Empowerment Academy was established to advance the Alliance’s mission of economic self-sufficiency through structured workforce pathways and civic leadership training.
The Academy operates as a program of the Frederick Douglass Liberty Alliance, focusing on connecting underserved Houston residents to industry-aligned apprenticeship opportunities.

All pathways integrate workforce readiness preparation.
100% Tuition Coverage via WIOA Funding
Many applicants may qualify for full tuition support through WIOA funding.
Basic eligibility may include:
- U.S. Citizen or authorized to work
- Age 18+ (16–24 youth eligible)
- Low-income or recently laid off
- Selective Service registered (if applicable)
The Empowerment Academy combines:
- Structured On-the-Job Training (OJT)
- Related Technical Instruction (RTI)
- Workforce readiness coaching
- Civic leadership integration
Our objective is sustainable economic mobility — not temporary placement.
Every participant completes structured civic literacy training through the Fifth Ward Block Captain Initiative.
This includes:
- Emergency preparedness education
- Infrastructure monitoring awareness
- Community resource navigation
- Civic engagement fundamentals
Workforce empowerment and civic responsibility are interconnected pillars of the Alliance.
